This is just an American thing. sometimes they made shitty wooden buildings like this, and then used wallpaper wrap to make them look like they were bricks. they did this to impress other countries and trick them into thinking they knew how masonry worked. Some buildings they would forgot some areas like pic related. The developers are just referencing those old buildings.

Since you're retarded, I'll explain: OP is using some sort of texture mod for Deus Ex. As you can see, it looks like utter dogshit. Notice how they've turned a tiny wooden shack into a brick building. Observe how the inner part of the window is wood, while the surrounding texture is brick. Ponder on the difference in texel density between the bricks and character's texture seated on the chair. It was clearly made by a man who had no idea what he was doing.
