They're speed holes. The "slow" switch plugs the holes in case you want it to move at a more normal speed.

The ASCII dpad looks really cool but feels kinda mushy, I used to love it though. Now I prefer the Hori dpad from the same era.

While I still prefer the Saturn pad on the overall, it is just attempting parries where those Ascii Pad FT shines because I think its loose and airy feeling d-pad is snappy enough to attempt those frame-specific actions. I would imagine it could be alright with shooting games, but the standard Dreamcast d-pad and other more preferred controllers are sufficient for me in that type of game.

The neGcon is great for racers, it's also compatible with Tekken but it's absolutely terrible to play a fighting game with. It's not recommended for games not built with it in mind as the two red buttons do not register.
