Thats the point. Its the perfect emulation controller. Using 4 face buttons on a console with 6 is awkward as you have to rebind 2 buttons to the shoulders and the game might not be designed for that.

The Saturn 3D NiGHTS pad does actually have a removable cable, and I think Sega may have had plans to plug a Rumple Pack or a microphone into this connection.

I'm thinking that it turns the game controller into a steering wheel. Even the diagram shows a "rotation angle detecting unit", and the Saturn pad also has analogue triggers to simulate a gas pedal and brakes.
