It got huge because the content meant it should have been rated adult. A game getting a wrong rating started a few gaming journalists and similar to cause a stink for some clicks/magazine purchases. Ignorant republican Qaren types got pissed from the original complaints to give them something to do, ignoring the original articles issue with ESRB bypassing, not the sex aspect. Those Qaren types are easy to sell to so more places started publicizing it as a sex controversy and not what it originally was; a ESRB rating fail/bypass.

Seems like most retards in here forget it was months of regular reporting on it before it made it to mainstream news. All the original reporting was about reprints and the fact it was being pulled to be patched when it was still selling (tens of)thousands of copies daily.

I think I would normally agree with this sentiment, but the older I get and the more times change, the more you realize that the world you knew doesn't exist anymore, and your grip over it is even less than it ever was. Stuff like GTA was completely uncharted ground back in the early 00's, most boomers had no idea about how videogames, the internet or even computers worked, the sexual nature of it was the tipping point into full on controversy. With Vice City you already needed to be 18 to buy it.

Something else is that people forget these games are British made, and the creators and their perceived crowd probably had very different moral sensibilites to Americans (which is why this series spawned in the first place).

The controversy was that Rockstar didn't disclose the existence of the content to the ratings board, because they had "commented it out" in the code, and thus didn't consider it part of the shipped game. But the material was still on-disc, so it was trivial to add it back in the "otherwise-official" content. I think the funnier thing is how much of a controversy was NOT generated by Oblivion. Just two years later they ran into the same trouble, except worse. They had "topless" character models on-disk that people patched back in (analogous to San Andreas), except they also had content (pic related) that they just didn't properly show during the rating review process. They had to go back and re-label all of their games as "M" instead of "T" (mature vs teen), and some retailers stopped selling the game.
For some reason it didn't generate a lot of controversy though, again, the public/media combination is retarded and inconsistent.
