I had this game for the N64, Played it a lot. It wasn't bad as a Ridge Racer game. It was a bit 'off brand' as it was developed by Nintendo's own NST group in Washington, and was a melding of Ridge Racer, Ridge Racer Revolution, with RRT4 cars and aesthetic. Plus it has an original course as well. It has different drift mechanics, but also has a 'classic' RR style play mode. It was ported to the Nintendo DS as Ridge Racer DS.

The differences are superficial. They have similar performance and slightly different artistic choices. Biggest thing that sucks about N64 version is no roadkill. Mechanically, as far as I know, they play exactly the same.
There are also romhacks to alter the N64 rom to be even closer to the Arcade version.

Mostly on paper, in practice this matters very little as the majority of that power is spent with overly ambitious 64-bit precision on vertex sorting, an aggressive anti-aliasing, and aggressive texture filtering on the lowest resolution textures of its contemporaries. In practice the games have objectively cut down rendering distances, objectively cut down polycounts, objectively cut down texture use and resolution. It's responsible for the delusion that early 3D games have aged poorly. Games look blurry and run terribly on any sort of display. That's just how the console works. It wasn't the time to target that type of rendering and the sacrifices it had to make compared to a platform with a surprisingly similar architecture, the PS1, it was definitely not worth it. The PS1 is two years older yet poly counts could be much higher at less cost to performance. 60fps 3D games weren't a pipedream that cost stereo sound as a sacrifice. The N64 is architected poorly and its focus was hitting a price point to turn a profit on hardware sold.

RR64 does have the option for classic RR drift or RR Revolution styled. But its default RR drift mechanics are a bit of a departure. The game is basically a remake of the first two RR games with Type 4 features thrown in.
