Maybe. Vegeta couldn't beat her even after he realized she's a "gag manga character" and switched his tactics to be more cartoonish and silly. But Vegeta was introduced into DBZ when they stopped leaning into the comedy, but Goku was pretty much just a boy version of Arale for the first few chapters of Dragonball, and still used some looney tunes-ass tactics well into the red ribbon saga. So he'd probably just have to tap into his roots and maybe he could do it... probably not tho.
