What's the best version of Final Fantasy 4 to play in current year? Complete Collection or 3D Remake (since I liked FF3 3D Remake)?

IMO, the PSP version is the best. Don't bother with after years though it's absolute shit.

The pixel remaster is only nice for the very good OST. The rest is sub par compared to SNES.

I hate the chibi style of the DS game.

If you already beat IV before, the 3D version adds a little new story to it though I don't think it's that much.

If you don't want to bother setting anything up, PSP. If you don't mind having to snoop around for and set up a mod, the pixel remaster with restored experience requirements is the best version.

PS1 or SNES. SNES version has gimped content so depends on whether you care about potential load time annoyances vs some missing items and abilities. Ultimately, if you like FFIV a lot, you can play Free Enterprise randomizer (using the SNES rom) for the superior gameplay experience.

The 3D remake has various pros and cons. It's a ground-up remake with different balance, different pacing, and a different (and much more complex) ability system. The game is generally more difficult, but personally I found it to be rather inconsistent and annoying at times. In the OG, enemy scripts can change if they're the sole opponent. Mid-game enemies like flamedogs and icebeasts have a powerful full-party AoE they'll use if they're the only one left. The 3D remake does away with this dynamic and just adds the AoE to the random ability set for those enemies, meaning that you can get unlucky and hammered by multiple hard-hitting AoEs and there's nothing you can do about it but pick up the pieces. It doesn't feel like appropriate, well-tuned difficulty at all, just carelessness. Some bosses are actually easier, just more time-consuming (eg Kainazzo), and one in particular (Lugae) has a really fucking obnoxious gimmick.

That said, I still like the 3D remake and think it's worth playing if you like the original.

Would you recommend PS1 over PSP? I thought that Complete Collection on PSP was pretty much revamped PS1.

What? How else would one interpret "babby mode" if not a commentary on game difficultly? The japanese snes release is consistent with the psp version. They're both really easy.

PS1 is a port of the original. PSP is a 2D remake. Just a matter of taste really.
