They're reaching way beyond the system's capabilities in going for something so close to photo-realism, and it looks garish. FFIX looks a lot better to me.

Omegaboost and Terracon are the big PS1 games for me. They look incredible to this day and it also comes down to how frenetic but trackable the action is. Having a lot of shit go on that's hard to discern is one thing, but readability and impressive action really makes these stand out.

Not at all, it's highly stylized. The achievement was in ingenious ways of faking crazy realtime effects using buffer shenanigans and duplicated geometry, and specially in how solid everything looks because they made a point of keeping tight scale consistency with the textures instead of mapping everything every which way like it was common back then.

...and it had a 3d camera too! shit was insanely impressive. You could spin and look at these mini Victorian like dioramas with gorgeous 'lighting', it wasn't fixed or pre rendered, all in real time. Great art direction too, though some of the character designs could've used some redesigns, but that's more of a personal preference.
You can tell they had master the ps1 by that point and could do whatever they want with it, within its limitations.

They really did look impressive at the time, but not exactly "good" if that makes any sense (I suspect it doesn't). What I mean is, it was more about the new ground being gained in terms of potential more than visual aesthetics; I know I creamed my pants when I saw Virtua Fighter but even then I think everybody knew how fucking dumb it looked on an objective visual level.

Vagrant story has good art direction, but not really all that impressive graphics, technically speaking.

What it acheives is a wierd psuedo realism that looks kinda impressive when you blur your eyes and look at it side on, as though it's not the thing you're really looking at; then you brain puts all the lighting and the colour palette together into something nice in your peripheral vision. But when you look straight at it, you just see the shitty textures and fucked up proportions.

PS1 games that actually looked good in their own right in fully 3D engines:

Mega Man Legends 2 still looks fantastic. The art style was designed for low poly from the ground up and looks totally natural.

Conkers some how managed to get dynamically moving lights with shadows and 100s of particle effects to run on the N64. It makes sense though as Conkers came out at the end of the consoles lifespan by the studio that cemented it's legacy by making games for it.

I thought Perfect Dark was the best looking n64 game, but then I played Conker for the first time recently (without knowing much of it) and was impressed at how good it looked. There are some parts where it looks Xbox tier, very clever use of textures in some parts. Makes you realize how powerful the N64 can be (if used correctly), and how much effort Rare put on this one. The animations are also very well made imo.
