You truly don't understand how flashcarts work then. You're still running the game on the actual hardware. It's just a storage device like a game cartridge. The hardware interacts with it in the same way, and there's not even any enhancement chips, etc, that a flashcart needs to "emulate" for Game Boy games.

A lot of the non-RPGs are fully playable without knowing moon. I have a japanese copy of the first Wario Land (SML3) and it's 100% in English anyway.

Pokemon is doable if you look up the runes for items and moves, the stories are simple enough to understand without reading.

It’s A and B. Most Japanese don’t give two shits about retro games, but secondhand media shops like Hard Off and Book Off sell games at a cheap price. The system works for the niche hobbyists that play these games, by buying the games they want to play, playing them, then selling them back to free up space and buy new games, confident that they will always be able to find the games somehow. Most Japanese don’t have an entire room dedicated to wall-to-wall shelves of carts. Maybe they would if they had space but homes are generally too small so they don’t get to even entertain the idea.
