I'm looking for a portable Android console for emulators that is easy to use, with per-installed emulators and can be connected to tv with HDMI cable. Is Retroid Pocket 2 a good choice? Or should I look somewhere else?

Bigger bonus if it can properly emulate Sega Saturn (although I haven't found any Android console that can handle Saturn emulator, even the expensive ones).

If you just want something dedicated, the RP2+ would be your best bet, yeah. Pretty cost-effective too, for what it is.
But the best option would be to just get a telescopic controller for your current phone and use that, I guarantee it's more powerful than the RP2+ and it runs all the same software anyway.

He uses something with a Snapdragon 860 processor, but the RP2+ doesn't even come close to that kind of power, so anything you already have will be fine for most things.

Your phone could run PS5 and Xbox Series titles, and I would still say that it's a bad idea to use a phone for gaming. I think out of all the handhelds I've seen only the ones with shoulders buttons like the RP are ones I'm interested in, I really dislike how most of them don't have the d-pad in the main position and if they do the shoulder buttons are in a bad position, like being right next to each other without even a different height or button shape.
I tried my friends RP and it felt cheap so I thought I'd wait and see if this version is was ok but I think for now the spare phone I'm using with a 8bitdoodoo controller works fine if I just want to play in bed or on the couch but yes, I definitely feel what you mean about using a phone to play, unless I go full zombie mode playing tetris I'm too aware it's on a phone (it's one I'm using wireless only so no distractions).
Is the d-pad and buttons at least nice on the RP2+? If it actually feels better to play on than the RP then I might say frick it and get one.

Id kill a man for rp2+ hardware in a rg350 shell, but retroid hates top tier build quality and anbernic hates using anything other than low mid tier processors.

Phones like the Librem 5 and PinePhone run alternative Linux OSs out of the box, but there are some options for others; postmarketOS, Ubuntu Touch, and LuneOS, maybe more.
Compatibility looks rough, and they're not like the frontend Linux environments you'd find on these handhelds. So if portable emulation is your main use case, flashing a lightweight Android ROM like LineageOS and using that would still be better.
Shame that things like Batocera don't support phones.
