I actually own a PC-9821, so I can help you with that one. First of all, it's not as simple as previous responses say, and it depends on the game.
Now this is all assuming you're running games from the Neo-Kobe collection. First, if the game is in a hard drive format (.hdi), you can use DiskExplorer to rip the files out of the image, and plop them onto your PC-98's hard drive. That's it, it's that simple, and there's usually an some sort of .Bat file or something else that's obvious to run. However there (very few) games that require a CD to run. Only one I can think of right now is Policenauts. I'm not even going to get into how much of a pain it is to set that up. Just run an emulator for that unless you want to lose your mind.
Now for floppy disk games. The PC98 has a special formatting for floppy disks, and ones formatted by windows (or even IBM compatible DOS) won't allow you to execute code off them (however they can be used to transfer files over). What you need to do is get a program onto your PC-98 called Mahalito, and a program on your Windows PC called "Virtual Floppy Image Converter". You'll need to take the floppy image (.fdi, .hdm, etc.) and convert it to mahalito format using Virtual Floppy Image Converter, and put that on your hard drive. Than you'll format a floppy drive on your pc-98 (FORMAT b: /M) and write the image to your floppy using mahalito (mahalito e <Floppy Image File> b:)

Eroge were pretty rare before the Tenshi-tachi no Gogo series was created, and seeing how a bunch of eroge before it involved ryona, for some godforsaken reason, those into eroge were few and far between. To find a working copy, or even a picture, would be nothing short of miraculous.

So I at least figured out what is happening as it bothers me. The emulated CPU starts running at around 80%. It is quite consistent in this no matter how low or high you set the clock multiplier.
When it suddenly has no issues it runs at the proper clock speed you set it to. I also tried seeing if some 3rd party services are causing issues, but with them all off it still did that.
If I set it to 1/4 frame you'll get proper clock speed when the emulator is having a seizure, but you'll be lacking frames. Removing the speed limiter shows that (unsurprisingly) my pc isn't too weak.
Why it happens is a mystery, but ~20% slowdown might be a more common problem so maybe someone knows.

Drawing unknown kanji as you encounter them to check them in a dictionary is actually a good way to learn. You remember them better this way than when just copy-pasting. You also learn how to write them as opposed to just recognizing them in text and then not being able to write.
I'd recommend doing this on a phone though, use a good dictionary app and gboard for drawing. Much easier to draw with your finger than with mouse and gboard has excellent drawing recognition.
