Well, if you're talking about Yu-Gi-Oh! Duel Monsters (GB) specifically, and not any other retro Yu-Gi-Oh! videogame, or the real cardgame, then I'd say the best way to build your deck is by winning against Joey/Jonouchi 100 times, this way you'll probably end up with many copies of Sogen and Legendary Sword, alongside some of the best Warriors as bonuses for every 10 wins, with Red-Eyes B. Dragon being the last one, with 2400ATK, and considering the rules didn't have tributes yet, it's one of the best cards you can get.

The fact that this doesn't have levels or tributes means that, at least in theory, the best deck would be one with as many high ATK cards as possible, though early on that's not easy to do, because most of your cards are weak, and opponents' drops aren't strong either, with the main exception being the bonuses for every 10 wins you get, mostly the ones for 50 wins onwards. Fusions are helpful in many retro Yu-Gi-Oh! videogames, but here they're rare to come by, so I'd say the best strategy is Field Spells and Equips, so choose a theme, preferably one that can be powered up by either Yami, Umi, Sogen, Forest or Mountain, and stick to it, including cards that fit that theme, alongside the appropriate Equips.

I believe Warriors are best simply because grinding against Joey/Jonouchi is simple enough, and he gives many 1700ATK and 1800ATK cards near the end of the 100 victories requirement, but you can choose any duelist to do this with, like Mai so you can build a deck around Mountain, or Mako/Kajiki so you can build an Umi deck, etc. It's all up to you and your preference. Also, if you have the patience I'd go for 100 wins against either Yugi or Kaiba, because Yugi gives you Curse of Dragon at 90 wins and Gaia The Fierce Knight at 100, though with Kaiba you get many powerful Warriors, including Judge Man, and you also get Blue-Eyes White Dragon as the bonus for 100 wins, which is the best card in the game.

Have been playing DDM for the GBA. Kind of fun. People shit on it because dice rolls are random but I feel like the dice add more dimension lol to the game.

I tried the GB game but I found it kind of boring because of how easy it is to just summon a bunch of strong monsters and just kill whatever your opponent places with one hit or so.

True, but that one is pretty much impossible to get, I think you have to use the link cable to play against other people and win 200 times, I don't recall if it was against 20 or 200 other different players, but the requirement was ridiculous overall, even more than winning against a specific CPU character 100 times, which is what you have to do to get Blue-Eyes White Dragon.
