Makes sense if you think about it. The games were made when CRTs were by far the predominant display type, and they all had overscan, so why even put anything there? May as well save a bit of precious system resources and draw less stuff on screen.

If anything, I'm surprised more games didn't do this.

Old tv's (maybe new ones too, I dunno), often didn't even display the entirety of the image as they were cut off on the edges, so this was a good thing for that, and in terms of visible bars or 'widescreen' for the 4:3 aspect ratio, I always loved this and thought it looked better. A 4:3 tv with forced widescreen via bars looks better to me and presents the image better than a 'widescreen' tv where the image goes to the very edge of the screen. They also did this for many movies in theatres, and I prefer it. If this also had technical advantages for running the game then that could also be a bonus. FF7 did this in a different way by having the HP and all that other shit cut off the screen at the bottom and force a wide aspect ratio, always loved the way it looked and it's still one of my favorite battle screens. Older games always did this but it wasn't the same, in some way.

There were games doing it as late as the PS3/360 era. They'd cut the resolution vertically to improve performance and fit the framebuffer into memory without needing to upscale it.
