Just TV (ackhtually, 29,97 fps), though eurocucks got 25 as their standard. Movies worldwide are traditionally shot and screened at 24, which was generally agreed upon as a good balance between technical convenience and "lifelike" fluidity.

The 60fps gaming thing was always there for the most part but only truly crossed over into obsessive autism when the Internet took "discussion" of the hobby to a new level of dick-measuring nonsense.

Completely disagree.. TI didn't know what framerate was, but I absolutely could tell when it was low. When I played Starfox(SNES) and Turok 2, I didn't enjoy them due to reasons related to framerate (extreme unresponsiveness) whereas the first time I played F-Zero X I was blown away because 3d games on console weren't that fast.
I certainly could stomach bad farmerate if I had to though. I remember enjoying Doom on SNES, because that was the only way I could play it.

FPS drops are usually associated with "skipping" as the screen refreshing fails to properly display gameplay as it still progresses at its intended speed; In Metal Slug 2 both remain synced, so the result is more akin to "slow motion".

I can't stomach 24fps for any movie or TV show. I didn't actually notice it much until I was marathoning Roseanne, I was so used to the 30fps early seasons, then got kicked in the teeth with the 24fps later seasons. 30 fps is so much nicer.

Even the difference between 24 and 30-ish fps is noticeable for most people on a subconscious level; The Hobbit was actually just twice the traditional movie frame rate (48fps, it didn't go up to 60), and people hated it because our brains processed it as similar to cheap home-recorded video, since we're conditioned to associate a certain type of film artifacts such as motion blur with "proper" films. The higher frame rate it was shot at removed almost all motion blur, thoroughly weirding people out.

An interesting bit of trivia is that Pixar for example didn't set off to do CGI animated films in the 1980s until they finally figured out an efficient way of computing motion blur for their renders, since they were convinced people would reject the results without that subtle "cinematic" element.

Lots of modern TVs actually fake higher frame rates through automatic frame interpolation; I personally hate the results and tend to switch it off, but I've noticed people are getting accustomed to it. Worse yet, some networks actually broadcast pre-interpolated HFR versions of movies, removing the choice from the viewer altogether.

completely false, it's not a big deal for animation but it's a huge deal for movement and scrolling. most games move and scroll at 60fps but animate at 20 or 30 and they look like SHIT if you go much below that. 3D games can look fine at much lower framerates because stuff doesn't really move as much in the 2D projected space, movies look fine at 24fps, etc.

CRT helps make frame rate look higher but the slowdown was noticable. It looks not bad while wonder boy 3 on sms you can notice it is a bit jerky. Maybe its because of the movement of the character like how the physics in 3d games can be 60 but the game runs at 30, eg gt2 on ps1.
