Most objects that glow, such as Refractors, no longer look bright and glowing and look dark instead.

The voices were downsampled to fit onto the cartridge. If you've played ZX Advent, you know what I mean. It's not THAT bad, but still.

There is analog control, however it's not true analog and it's basically just the D-pad on a stick. It's also oversensitive. I'm not sure if you can still use the D-pad.

There is some rumble, like when MegaMan gets knocked down.

Much faster load/save times.

SLOWDOWN. This is the biggest problem. Even textboxes suffer from slowdown sometimes.

No CD samples in the Electronics store.

The credits theme is removed and replaced with the Bank theme for some reason.

A lot more fog. The PSX version already has fog, so it's more noticeable here.

Graphics have antialiasing, and there are a couple of added effects. One of the final boss's attacks is more colorful for instance.

Both are excellent. N64 controls better and is less jittery, but the better textures, draw distance, and audio make psx the superior version. Either way Legends, Tron Bonne, and Legends 2 are must plays.

This one is sort of a big one despite the general "well, a lot of games of that vintage have muffled compressed voice audio", because the PSX version is a game that didn't and Legends is a VERY talkative game so there's a lot to hear.
Also they messed up pointers for one voice clip during a cutscene at the end of the game so a character says a wrong line from a different cut scene.

Legends (PS1) has an unlockable Easy mode. You need to beat the game on Hard mode to get it.
It gives you the Buster Max (maxes all your Buster's stats) and the Jet Skates at the start, enemies have 20% less HP (including bosses) and drop more Zenny.

As someone who grew up with 64, they aren't so different that playing 64 doesn't mean you can't say you "played Legends". It's a very straight port with a surprisingly small amount of large changes considering the change in format to cartridge. Capcom just wanted to dab on em at the end of the N64's lifespan with technically impressive ports (that are still a bit worse than the original for various reasons)
Honestly once you get used to the entire game looking different the only big thing you'll notice in casual play is Zenny being dark as fuck

What is that look that Legends had? Not all PS1 games had it, since I remember Parasite Eve having things more murky and dark. Legends has like a poppy, colorful, and blocky aesthetic that reminds me a lot of Saturn games at their best.

PS1 has less slowdown in the big open areas like Downtown, and a bit better of draw distance, but it still has draw distance issues anyway.
I think the game looks better on N64 though, the textures being smaller is not a problem if you play on a CRT, and everything looks consistent and firm, instead of shaky like on PS1. I definitely think the sort of proto-cel shading cartoon look benefits from the N64's more seamless filtering and correct 3D perspective (some cutscenes on PS1 are really bad, like suddenly Mega Man's limbs disappear or clip through the floor).
All in all though, both are basically the same game so you're still good with whichever. PS1 performs a bit better, N64 looks better (unless you really have a hard on for the PS1's incorrect perspective and texture warping issues) and of course, has no loading times.
Also something curious, the "comic book" was censored in the PS1 western version, it changed the sexy catgirl for some superhero, but the N64 western version still has the original catgirl... might have been an oversight because it still says "comic book" instead of "erotic book" as it was in the original japanese.
