I think these false advertising things with text is a bit scummy but it's sort of based on reality. Sure, there aren't 96 individual levels but there are 96 exits, and in order to get to each exit you have to play the level different, in many cases taking alternate routes that you wouldn't see otherwise, so it kind of, sort of counts as 96 levels, if you stretch it. It's kind of fair game in marketing, there was a lot of that in vidya advertising back then.
What's actually bad is when they used screenshots of better versions of the games to try and fool kids in a more direct way, like SFII for Commodore 64 using screenshots of the arcade game on the back of the box. There was a lot of that.

How do you know they were never considered? Maybe they were and for one or other reason they weren't picked. The whole player's choice/greatest hits thing is a re-release marketing campaign.
There's probably research too, in the sense that you wouldn't want to waste money on re-releasing and advertising a game that was a fad and popular once, and instead focus on games that still have popular demand. Or, for example in the case of the Star Wars games, those were definitely given the Player's Choice marketing because it was around the same time the trilogy re-release on cinemas was happening in 1995 and there was a SW craze again.

Love the game, but I'm genuinely bummed that the whole thing was more action-packed and didn't take place in the village the whole game. I liked the village's atmosphere much more than the island or lab. Could have been cool to have the merchant stay in the central hub area, wherever that could have been, with it being the only safe haven from any of the shit you meet out in the actual levels.
