The 48k ZX Spectrum cost something like 129 pounds at the time it came out, I think. Other than the other Sinclair machines like the ZX80 or ZX81 which were basically calculators, the Spectrum was easily the cheapest option when it came to a home computer. And games could be found for 2 or 3 pounds so it was definitely the best budget choice.

also 2600s were going on deep discount by the end of 1983 simply so retailers could get rid of all their unsold stock, I'm talking systems for 20 or 30 bucks (maybe less) and games for 1-5 dollars in bins everywhere.

Oh right, I did remember he had like two games and they were shitty he said
like tank battle and something else.
still even if it was discounted from 250 to 100 dollars that is still almost 300 in todays money
plus he had pong.

What time frame are you talking about?
Atari VCS/2600 consoles were abundant and could have been purchased relatively cheaply 2nd hand.
By the late 80s they were literally being given away.

This might have originally been a Spanish game; not sure. But it's a pretty nice little game that deserved a port to a machine with proper sprites and h/w scrolling.
