There is also a game on Turbografx called Vigilante that is exactly that anon said. A side scrolling beat them up game. It isn't great though. Guardian Heroes is also kind of a side scrolling beat em up as well since you are locked between planes you must jump to rather than a single one you can move up and down on freely.

Really side scrolling beat em ups just do not work as well as their better counterparts which are most other beat em ups.
