I've beaten it a while back, and now I can beat it consistently. For starters, that underwater level is easy as hell. Switch to worthless Ralph for that seaweed section, he's only useful as a health sink until you get him outfitted with scrolls in level 3.
Once you reach level 3, grind everyone back to full health, and make for the lower left corner of the map. The sewers of those buildings down there have health and rope, and the room directly above the sewers for one building has a scroll spawn. Keep going through it until everyone has 99 scrolls. The only tricky parts after that is that one jump that's impossible in the DOS port(just tap jump, you will make it just fine), that two screens of closing wall death in level 4(practice is the only way), getting to the technodome in level 5 without getting too torn up by the enemies, and then that hallway before shredder in level 6(which you need to cheese to get past, there is no other way to survive).

The game is actually pretty easy once you get it down.

I now really regret giving this game away. I mean it wasn't good by any means, but I spent a lot of time with it as a kid. But still, like 5 years ago I up and gave it away with a bunch of other lesser quality NES games. I'll never get that game back now. Not the same cartridge I spent so much time with. Makes me sad.
