Always remember that if top authority figures die it is always because it was planned or coordinated by organizations or groups. There usually is a cover up involved and nobody says anything due to complicity. This is true for JFK, MLK, Malcolm X usually to push certain narratives to the public and make saints out of their image for their own gain or to gain resources. Or the Civil Rights movement which had a lot of backing from institutions including Governments and corporations.

As for the serial killers and smaller crimes usually more often than not security was not advanced. There was no camera's, there was no real resources for police. No harsh consequences etc. It was kind of a mess. Not until at least the 1980's was there a real push to actually put funds towards it and after a decade of hard policing it lowered the crime rate down because many of the serial killers were eventually culled off from society through a bullet in the head or the death penalty.
