Any number of things. Here are the things that generally make a game good:
Layout (how the shots flow together, how they feel to make, etc)
Code (the objectives and rules specific to that table)
Toys (unique interactive playfield toys)
Art, sound, voice acting, animations

Like a movie, some aspects of a pinball machine are easier to understand and appreciate than others.

Those early games were all about skill. Adding lights and buzzers is a distraction, not an improvement. Skillfully aiming your shots, hitting the machine just right to keep the ball in play. The good ones never felt repetitive, as you constantly improved.

Zaccaria has great physics, but I'm not a fna of Italian tables. Pinball FX3 is very well put together, but I still prefer Pinball Arcade overall (if you didn't get the Williams/Bally tables when they were available I wouldn't bother though).

I haven't played too many, mostly because I don't know where to find pinball machines, but the local arcade has this one and its my favorite one there. I think theirs has a custom led light setup, cause its super flashy and has a ton of color.
They've also got a Bally 8-Ball, Silverball Mania, and a Williams Flash that are fun. The newer machines have too much gimmicky stuff on the table for me.

Pinball is all about taste although there are a lot of machines that are basically agreed on being good and a lot of machines that are basically viewed as bad. Everyone has a popular machine they don't like and always has lesser machines they do. Like me, I really don't care for the Twilight Zone. But Bally Game Show? NBA Fastbreak? The Shaq pin? All very underrated.

I hate Jersey Jack tables. They aren't fun to play at all. It's just autismos who focus on one table and try to get the high bing bing wahoos. With a good table, you can play it with friends and they'll have fun even if they aren't scoring high. Jersey Jack tables are either you know exactly what you are doing, or the ball drains immediately.

No new pinball machines were made during WWII. Some conversion kits were made. Aside from that, they never stopped.
Bally Williams stopped making pinball machines in 1999, but Stern Pinball kept making new pins. Eventually more manufacturers popped up.

PBA: Pretty bad
The physics on the recreation tables in FX3 are quite good. There's an adjustment you can make to make them a little harder. I think it's called Arcade mode.
I did not find the visual pinball physics to be good, but maybe there's some way to fix them. I don't know, I gave up on vpx.

Don't have the pony table in my pirate copy because it's too new. But I just got it for the classic table recreations, they're really good (and no gay censorship in the PC version). I rank the games:
Pinball FX3 > Visual Pinball X > Pinball Arcade
Surprisingly Visual Pinball is good now because it used to be total shit when I tried it a long time ago. I've only been playing the VPX tables, I'm assuming tables made for earlier versions could be real garbage.

I kinda liked Dialed In but yeah I don't care for any of these so much either. I think it's cool that they exist because I don't really have any love for any of the modern era Stern tables, though they are getting better. I haven't seen a GNR in person yet but something about the overall design of Jersey Jack reminds me of newer slot machines in a way I don't like.
