Many games can if you allow them to. Aside from the mechanical skills, there's patience, focus, risk management, memorization, logic, improvisation, acting under pressure, acceptance of luck. These are all personal factors video games can exercise.

The usage of external tools prevents those opportunities that test and may grow character. The final boss is the easiest one in the game. It casts elements in a specific order, all you need to do is plug in the correct ones yourself and you can finish in 3 minutes. This is kindergarten tier pattern recognition.

i use save states when i feel that i have beaten a reasonable chunk of a game. like an 'area' in ghosts and goblins. you could save scum every single enemy but that's kinda retarded. i play until i get the feeling of "if i die here i'm probably just going to alt f4 cause i'm not doing that shit again." then i save state. i also only do it on pre-ps1 era games, like nes/snes era stuff and earlier. because snes era was the end of the period where game devs got over the arcade coinmunching mentality

-Game uses passwords. Saving at a password screen is basically just cutting the tedium out of writing shit down, especially if the password uses gay symbols instead of letters and numbers

It's not about IF you save state, it's about HOW. Save-stating in front of a boss that should have had a checkpoint to begin with is fine, but if you're rapidly save-loading to ad hoc TAS, then I sincerely doubt you're even enjoying the game and probably spending more time doing that than someone who is developing muscle memory and game knowledge by using the mechanics in real time.
