Sonic Pinball Party.

I can't beat fucking 2nd level, but i'm not good at pinball anyway.

Dreamcast have many games I can't properly finish ever since childhood.
One of these games is picrel. I beat story mode many times but the game also features sort of achievements, you must fulfill certain conditions to get special panel items and unlock new parts and clothes for your character. Some of this are fucking nuts (like getting score of 10 in Wind Tower stage) and some (I suspect) are downright broken. The game is still awesome though.

I recommend dropping a savestate at the start of the battle to practice. I suggest starting out by just dodging his fireballs for a little while. After some time, you will sense their rhythm, and even learn how to manipulate their trajectory. Once you have that down, you need to relearn it again by incorporating attacking. I find that the best place to fight him from is the space between the wider gap between the pillars (see pic related.) It's easier to hit him while he's moving toward you, but it puts you at the most risk of jumping into him. Take your time to learn the timing.

Also, if you don't already know, you can get multiple slashes in a single jump by tapping down while slashing. This is a hold-over from the spinslash cancel. It's very helpful for getting multiple hits in a short amount of time.

one detail I forgot is that you will want to try to time it so he shoots his fireballs when you're on the ground. If you are jumping, or on top of a pillar when he shoots, the trajectory of the fireballs will curve sharply enough that it stays on the screen and harasses you. Being on the ground when he shoots will always cause them to disappear at the bottom of the screen.

I tend to bin games that frustrate me too much and never look back. I feel less like I got "filtered" by it and more like I stopped having fun. The one notable exception to this in my mind is Death from Castlevania (1). I've beat all sorts of NES hard games, both as a kid and as an adult coming back to games I didn't have as a kid (this being one of those).
