i have a feeling the person that came up with that idea was probably thinking it would enhance the experience, since Cash is wearing a earpiece to hear Starkweather, it would feel like you were in Cash's shoes throughout the game. It should have been a optional feature rather than a mandatory thing.

The headphones gimmick thing is the "actual" intended way to be played. Because the player can talk into the mic and the enemies will hear them.
You can only hear the narrator through the head phones. Its just when the game came out in the 6th gen nobody really had shit loads of console specific head phones lying around.
So they figured well we'll just promote it heavily with the headphones option but when it comes out it won't be mandatory.
Though when they did the xbox 360's emulation they fucked it up and made it mandatory to wear headphones.
Honestly the narrator only speaks in the first half of the game anyways so its not a big deal but it just fuckin murders the atmosphere to not hear his lines what so ever without headphones.
In the ps2/xbox versions.
This headphones or not feature only turned on when headphones were plugged in to be used.

I avoided this game because I bought into the fear mongering that it was a serial killer game where you stalk people. I thought the game was was about a killer hunting normal people and executing or torturing them. Instead it's not really any different than Max Payne or other action games just with a stealth element.
