What's the story with this? I can only fathom that they licensed some patining for the game. No way that something the interesting or well made was made just for a vidya gaem.

No it was for the game, by sci-fi artist Naoyuki Katoh. He also did the art for the MSX port of R-Type. He also regularly did covers for MSX Magazine.

Naoyuki Kato was on a level of his own; his work lacked the inevitable dated cheesiness even the best "serious"game art tended to have back then.
I don't think he worked in-studio though, so yeah what all this sort of thing ammounted to was essentially "commissioned paintings". His quality standards were way above most work done around then for the industry though
