I think it definitely is. Better AI, better sound design, more varied levels, detailed cutscenes, more indepth moveset/weapons at your disposal. Its an overall more well made game, TiT only edges it out in the multiplayer aspect.

The platforming segments on a single plane are terrible, from concept to execution. I understand it's a call back to Kung Fu and the roots of the genre but it just doesn't work.

The game should have been 90% Final Fight, 10% vehicule

NES Batman is something even non-Batman fans can get into. I personally like it better than the SNES ones but then maybe that's just personal taste since I tend to like 8-bit minimalism, even though you notice the obvious Castlevania/Mega Man influence in the game.

I'd argue that just about any beat em up on SNES was better than Turtles in Time. The game is really slow and lacks any variation at all. By the point the turtles go in time you have basically seen the whole game. Pic is related as it is the true snes beat em up over shadowed just by the fact that the brand was barely recognized.
