Who knows because the open world in Mafia seemed like a minigame version of GTA. But they still did have vehicle/tire damage before GTA added it in VC.

Yeah I think 4 did. I feel like 2006-2008 had so many hyped games, like GTA 4 and Brawl. Neither one delivered for me though. I like 4 now, but I didn’t like it as a kid for some reason.

San Andreas. 3 was definitely innovative, but SA had so many things to do, way more vehicle variety, a story that was longer than 3 and VC combined and a world that was fucking massive, all fitting on a single DVD and playing on the weakest hardware of its era? It's SA easy.

Vice City, the atmosphere, the colours, the soundtrack. You also had planes, helicopters, boats and golf. It was what GTA3 should have been.
