Besides the most obvious answer of "the PS2 existed" the biggest reason the XBox didn't take off in Japan is because on the foreign product impression spectrum it came out tacky and invasive instead of exotic and quirky. It's like they wanted to give the impression of a Mustang with an american flag painted on the hood but instead it was more like a Focus with a mcdonald's bag stuck in the grill with broken muffler; sure they're both loud and visibly American, but one is a status symbol and one is just annoying.
