So the laser is fine but I have an issue with the DVD disk nor spinning fast enough....strangely the CDs spin fast and so can be read....it's almost as if the DVDs are heavier? How to make the ps2 DVD disk to spin faster? Bros....

DVD drives in PS2s die like crazy. Get yourself set up with a Free McBoot and just load games either over the network or from a thumb drive, you're be way better off for it.

Then enjoy troubleshooting an electrical issue you probably have zero understanding of. If the motor is genuinely spinning too slow then the drive is probably not receiving the current it needs to properly operate. Either replace the drive or start testing components on the board.

I put CD disks on, it spins fast and reads fine

I put DVD's on and it struggles to spin, spins slowly and no way the laser can read it if the disk is barely spinning

Its because the drive is struggling to change it's lens focus from that needed for CDs to what is needed for DVDs (can be stuck the other way too, read DVDs but not CDs). Its a known fault with the optical drives for ALL models of the PS2.
Replace the drive or get a Free McBoot setup, those are your options.

Why would you replace the entire drive? I simply swapped in a new laser back in the day when my ps2 laser died. Iirc you simply plug in a ribbon cable.

to test the speed put the disc in upside down and hold a pin to the center. if the music plays regular speed its good. if slower more power. if faster less power.
