I'm willing to bet the guy hasn't actually played it on a PS2, he just put the disc in to see if it would boot, ran the intro, then called it good, in reality it probably skips and stutters a lot, and may not even be fully playable.

I've had things that I've purchased even well into the 2010s that are worth many multiples of what I paid. GameBoy protos for like $30, arcade PCBs like The Simpsons and Turtles in Time and Battletoads for under $200, official primary illustrations for games for under $200. i've been running into more discs with this sort of spotting, mostly from tropical areas
PS1 and PS2 games don't suffer from this a lot, strangely enough a lot of the 360 era "greatest hits" have a big problem with disc rot and spotting

Scratches is one thing, especially if they're tiny, but leaving the disc out in the open to be exposed to direct sunlight will be pretty bad for it in the long run, as will keeping it somewhere humid.
Your disc is probably fine, because you kind of need a pretty bad scratch to get reading issues, and a real bad one for rot to start, but personally I would get it buffed just to make sure it'll last, it's free in some places.

The only time I've had a PS2 game fuck up on me was a copy of DDR that would de-sync badly during Cartoon Heroes. I just took it down to the local CD shop and had them refurbish it for two bucks, then it worked great. (ironically, I think you can buy the game in good conditions for less than two bucks nowadays)

Nothing truly lasts for eternity (nothing physical, anyway), but optical media can last a lot longer than people think. This can depend on the materials used, format, and quality of manufacture.
A lot of laser discs and similar formats from that era wasn't always manufactured in the best of ways, but there's disc media out there which should be able to last a century if taken well care of.

Those in particular are known to be prone to it, so that's a matter of production quality. There's also a lot of HD-DVD stuff which wasn't made too well and degraded pretty quickly.
