Konami is a Japanese company first. PC Engine was big in Japan in the 90s (it completely crushed Mega Drive there). There was no point to produce an expensive rerelease for a game which was still widely in circulation.
Doesn't explain why on Earth they decided to port Symphony to Saturn, but the point still stands.

Yes, as well as the first Lords of Shadows games.
Although, it makes sense for HoD, LoI, AoS, and LoS to all lose the "Demon Castle Dracula" title in Japan since Dracula never shows up in HoD, and his involvement in the story is meant as a plot twist for at least the last two.
