Same as for any other cd console. Find the lowest write speed you can from a major brand. Dreamcast isn’t as picky as the PS1 though. Like, any of them should work, but FMVs don’t like being burnt at too high a speed.

I would try to get one that supports slower than 16X write speed if possible. Dreamcast isn't too picky about how fast discs are written but if you ever wanted to burn Saturn games or something you'll need an exceptionally-slow write speed to burn them properly without getting audio skips and other garbage.

You can get a chink gdemu clone for like a hundred bucks, and it's significantly better than playing games that had to have their cutscenes removed and their audio downsampled into fat noises so that a game designed to fit on a 1GB GD-ROM would fit on a 700MB CD-ROM.

Back in the day, I used Plextor drives to burn Dreamcast games, but those were internal drives. I recently looked into getting a USB burner since computer cases don't come with optical drive bays anymore, and all I could find were ones from ASUS, LG, or cheap unknown Chinese brands. I suppose the technology is pretty much taken pretty close to the limit so any will do, just surprising Sony, Plextor, Pioneer, and BenQ bowed out first. In the end I settled for Buffalo, just only because of the looks. It has 2 USB cables in case of low power situations, and they tuck away nicely.

I watched it when it aired on TV. That is how I learned about Sakura Taisen, since Sega was a sponsor of the show. I don't really like the show, just the characters like Ayanami, Asuka, Misato, etc. so I've not seen the movies and whatever came out after the 96/97 season airing. Looking at Newegg listings, you are right, I can still find Pioneer drives around too. I kind of respect that Pioneer supports their mediums to the end, like they did with Laserdiscs. The Pioneer portable BD drives are pretty handsome in design too. I see LiteOn is still kicking around as well, shame lightscribe didn't make it far.

Burning speed only matters to the creation speed of the media, for reading speeds, the drive speed itself matters.
Modern drives and media are made to be written at their rated speeds, not lower.

Yes, many of the confusion comes from times when CD burners were 2x or 4x or similar and you were supposed to burn at 2x or 4x (at the burners maximum speed), but since we now have 48x, for some reason the idea that slower = better stuck.

Honestly for Dreamcast specifically avoid burned CDs

They can put pretty bad wear on the drive, depending on what you’re playing- and will also negatively effect gameplay in many cases

Large games have to be shrunk down by cutting texture/sound quality, discs aren’t always optimized loading can be slower and breaks games with seamless loading like crazy taxi (whenever the city can’t load underneath you fast enough, and you outrun the draw distance) etc etc
CDs generally spin faster than GD Roms, speeding up wear.

The thing about wear on the drive is a little overblown, it’ll probably be fine enough, but you’re doing yourself a disservice by living with the other drawbacks when a GD emu clone is like $30 and takes 10 minutes to install

CD-Rs do not "generally" spin faster. They always spin slower. GDs read at 12x, CDs at 6x.Large games do get cut down - almost always from music or video. I have never heard of texture quality being cut. The vast majority of DC games don't need any kind of downsampling of assets done to fit to 700mb. Modern rips ARE optimized - usually either by talking the file sort order from the original disc or creating a new one. If you're using Echelon rips then yeah, it's going to be fucked because they didn't do that.
