That was technically a boss fight and they are scripted to shoot the lights out once the player kills a certain number of soldiers. That being said, there are several instances in the Plant chapter where the player can shoot out lights that cast dynamic shadows (which enemy AI can see).

You can do that in the tanker to use a railing that bypasses all the gaurds in the assembly rooms. It also probably makes the strut area section that's destoryed easier to get through. But I never bother raising the grip level anyways

And some of the themes Kojima wanted to touch upon, particularly with the tanker sequence was the deceitful power of games and the dangers of hype

Before being released the tanker level was the preview that Konami kept showing to generate hype
People were even buying Zone of the Enders copies simply just to play the Tanker demo it came with
And all advertisement was pretty much all about the Tanker level, even in the original boxes of the game you won't see Raiden anywehre

So the entire point of the Tanker level, was to be the "perfect sequel"
To be everything fans wanted and even more
So that when the level ended and the game switchs to Raiden, they would know that everything about the Tanker level and what Konami marketed was a nothing more than a LIE

There's wind simulation in all outdoor areas of the Plant. Most notably when you have to shoot the SEMTEX control unit behind the Sons of Liberty flag.
