Visual design with resolution in mind is impossible for 3D rendered games. In fact high res emulation reveals model and texture details that otherwise simply disappear in the piss poor pixelated 5th gen console resolutions.

PS1 games look best when supersampled. Native res has too much aliasing and too little detail, while increased res makes everything look like papercraft. Supersampling lets you fill in the blanks without making everything look like a mosaic pattern.
