Looking back, I'm assuming it is some sort of limitation with the game. No World 4 level has you end while things are in the "big" graphic set, they all make you go to a standard set with the exit.

I want to tell you the technical reason why, OP, but not as much as I want to make fun of you for not appreciating the simple fact that having to take a warp pipe to an area outside the underground/underwater area you were in makes the stage as a whole feel just a little more interesting. In other words, why NOT just take the extra step so the player sees two different sets of scenery in one stage rather than go the lazy route and place the end goal right smack dab in the middle of the water level or whatever so that some anon who wasn't even born when the game came out won't question it decades later.

OK, well the technical reason is that the game needs to switch to a different CHR (graphics) table, and the only way to do that on the NES without it looking jarring is to either fade to black (accomplished here by going down a pipe) or enter a middle area where the game can preload a new table. An example of the latter would be the hallways between vertical shafts in Metroid (used more for palette switching, but still) and the corridors between the doors leading to the stage bosses in Mega Man games.

Probably so they can reuse the same end screen for several levels, such saving space. Instead of having 2 different level end sections, you use the same one for two different levels.

it's probably not the same scenery. On the left it's the big version. The chr is divided into several parts, it's possible they kept part 1 the same but part 2 of the chr had to be changed for the ending.
