Song of Horror is a modern horror game that uses fixed angles and it's really good. The backgrounds are not prerendered though, if I recall correctly. The devs use the fixed angles to put the occasional scare into the backgrounds.

Fixed camera horror games might have survived if they refined and developed full 3D backgrounds like CV and Outbreak used. Static pre-rendered backgrounds were already considered archaic by the time Remake and Zero came out.

I think the most fun version of that is still hand-drawn backgrounds which are not pre-rendered in a sense, but are the same idea of having a background that is an asset shown on screen rather than rendered by the hardware.

Maybe not. Gamecube could do a lot in small environments of RE and with constant door loads. Plus, if it was 3D, we'd be able to do proper 16:9 and scale things in many ways, improve some things significantly in remasters and so on. In the end 2D was a nice choice for the time, but time has proven this a relic of the time.

The controls are stiff, slow and badly animated. The original was fast and smooth, if a little less realistic. The controls aren't a con because they're hard to use; they're a con because they suck compared to literally every RE before and after.

REmake is an example of a game being favored because of its graphics and a lot of flaws being overlooked and outright denied.

What he's saying is that the same look could be accomplished today in 3D. Which, while not entirely true, is close enough to be a vilid point.

Gamecube could only have graphics that nice because of pretendered backgrounds. While PS5 and XboxX could do it real time. That's what makes the graphics of the Gamecube REs a relic of their time. There would be less than no need to utilise prerendered backgrounds these days, for any reason.
