Mad gear and Mr X's gang are probably similar power wise. No one from Final Fight has any impressive feats that put them ahead of the Streets of Rage crew.

Letting in Adam, Shiva, & Zan makes Team SOR much stronger. Carlos & Dean are jobbers and Maki & Lucia won't match Shiva & Zan. Shiva also helps neutralize Guy.

It's a shame Final Fight doesn't have another game so this could be further extrapolated to have SoR4's characters.
