Rayman Legends and Rayman Origins has good water levels. The Mega Man series had some good water levels as well. In the Hunt is nothing but Water levels. And the first stage of Batsugun is good.

It's true: one of the things that puts Toki so far above DKC is the way that it combines water levels with above-water platforming. Not until DKC2 did Rare even begin to catch up to what Toki accomplished years earlier

Water was largely avoidable in Angel Island if you kept off lower paths.
Hydrocity, was the designated water level.
Marble Garden Zone has no water at all.
Carnival Night Zone only has water on act 2, with one easily avoided section and one brief mandatory section that quickly drains away.
Ice cap Zone also again only has water on act 2, with all of it being a bottomless pit hazard except for one well hidden special stage ring.
Launch Base Zone also only has water on act 2, which is technically avoidable if you play very carefully, but casually you will go through it.

Sonic 3 A.I.R. has an achievement based on beating LBZ Act 2 without touching water. This includes the water pipes that transport you to another part of the map.
