Yep, they seriously didn't give a shit. For Mario's 25th anniversary, they put a SNES game on a disc. That's literally it. They didn't even update the copyright dates on the titlescreen. SSF2T HD Remix. All of the art is worse than the original sprites, the only plus it has is the higher resolution. The fact that they had to simplify the sprite shading halfway through the development process make some think they bit off way more than they could chew and didn't really understand the scale of the project they were undertaking. Combine that with the fact that the artists involved were comic artists who had no experience in creating game graphics, and you end up with that clusterfuck.

In Japan, children's cartoons and video games are often styled like that, but in the context of American cartoons and video games, there are very few examples of the "badass adorable," as tvtropes likes to call it, so looking at just the cover it wouldn't make sense at all to a kid living in America. As far as they would be concerned, it's a game for babies because the protagonist is a cute pink ball with a fairy wand.
