FM wasn't unused in the SCSP. It worked by every channel being capable of modulating every other channel. It could do anything from 32 channel 1-op to 8 channel 4-op to 1 channel 32-op modulation. It was an integral part of how the chip worked. And plenty of games used it although mostly just for subtle effects like a pitch bend.

The 1997 decline is because they had to sell the console for $199 which meant every sold console generated a loss of at least $199 or more. Hence the gigantic losses. So their genius solution was to not send units to the market, because then they won't generate losses. That's why Saturn declined from 1997 globally and why Bernie told everyone the Saturn is not their future.

The more problem is that Sega wanted to sell the Dreamcast for $250 so they could make money on hardware sales, but Bernie announced the console for $200 and Sega had to follow suit. That amounted to even more losses in the DC era.
