Why don't publishers sell emulated roms of old games on PC if they can sell emulated DOS games?

Because selling an embedded old Windows/Mac environment requires too much legal hoops to jump through to actually be worth it.
Also most publishers now just sell old games (mostly adventure ones) with SCUMMVM now.

They already do that, they just don't do it as much because there's legal issues with bios and stuff, especially when you go into 5th gen stuff where bios are needed. Of course they could reverse engineer that stuff, which if I recall, they can legally do, but that's just too much time and money for people to spend.
The only reason why we got stuff like Megaman legacy collection and the Disney Afternoon collection is because Capcom got some developer to make a proprietary emulator that removes all mentions of Nintendo from the code.

And a lot of emulators require the user to provide their own BIOS.
That said, there are console games sold on Steam using open-source emulators.
N2O: Nitrous Oxide and 40 Winks use PCSX-Reloaded.

They do though. The issue is finding an emulator that is licensed in a way that there aren't issues, and removing all references to Nintendo and SEGA in game. It's not a huge hurdle, but it is more work than just dumping the dos files and dosbox on GoG or Steam.
