If you want to believe Brad Buxor (which you should), Michael Jackson just wasn't happy with how his music was turning out on the Genesis sound chip so he told Sega to use whatever he made but don't credit him.

If you want to believe Sega, their narrative changes from "Michael Jackson never worked on this game" to "Okay he worked on this game but we were afraid of the initial allegations and decided to cut and run".

Royalties had nothing to do with it back then, but they probably do now since it's common knowledge that Jackson did work on the game, it's been confirmed by various people close to him and from Sega, and his estate probably wants that cash.

It was still in the leaked prototype that replaced all the MJ music, the music's been featured in Sonic Generations, and Hydrocity 1 and 2 were in Mania. I'm pretty sure Jackson didn't have anything to do with the final Hydrocity, even though Hydrocity 1 does sound it it could come from him.

He was involved in Knuckle's Theme, Mini Boss Theme, Staff Roll, Competition Menu, Launch Base Zone, Carnival Knight Zone, and maybe Hydrocity 1. We don't know how much heavy lifting Brad Buxor did on those tracks, but we know he was 100% Ice Cap Zone and enough of Hydrocity 1 that it's never had problems appearing in later Sonic games.
