I hate how you're only able to explore 2/3rd's of the place at most. You go through each major strut before Raiden even has a boss fight, and most of shell 2 doesn't require sneaking.

The 2nd half of MGS2 is after the cutscenes have started deliberately being disrespectful of the player's time and attention while you listen to see if there is anything useful conveyed in them.
