This. The old art looks good but they're both kinda generic. However, there is just SO MUCH new anime that uses the exact same art style.
I think what really kills the new art is the color palette. The old art looks really crisp and clean. It shouldn't be too hot of a take on /vr/ that technical limitations can sometimes improve aesthetics.

it's clean and crisp due to the system limitations that gave it it's look, that 16bit dithering was a requirement so shading looks like it has more colorsm the single pixel black outline that makes it pop, was a requirement to make it stand out from the background, 16bit is magic, what others would call soul, no limits and no constraints means it just looks like tablet trash, its why all modern remakes of old games that redraw the sprites always look out of place and fucking awful

It's a combination of cost cutting, different techniques, and even just tastes in general. Animation has always been expensive, but digital animation brought a lot of improvements to the table that made it cheaper and easier to animate things, which also means we get less details and some fairly generic characters.

It kinda sucks, we moved away from the cheap techniques in order to make better shit, but then we moved back to cheap techniques and even some good stories suffer for it. It's not impossible for modern anime to be good, but it can't maintain that aesthetic appeal older anime had without ditching a lot of modern techniques, or putting in much more work.

Digital animation in general sucked the soul out of everything due to animators being less experienced with it at first, and the fact that colors just appear less vivid with digital compared to cel animation.
Things have gotten better since the early 2000's when the industry first moved to digital though.

The average 1999 episode didn't look that much better than the 2011 episode because despite the cell animation it's still a shounen anime that had to spread it's small budget over a bunch of episodes.
