Nintendo's game cap pre-1995 was 15 games a year per system instead of 5; What changes?

Oh and Konami's Ultra Games/Palcom brands still exists to bump their count to 45 (135 for 45 games for the NES, Game Boy and Super NES each) games a year (15 games per brand), meaning the Palcom brand exists in North America.

It was a publisher cap, Konami founded Ultra and Palcom to get around the 5 game cap.
At 45 (15 per publisher) Konami would of been able to release TwinBee and Goemon back in 1986 in North America.

Also a US release of NES Kid Dracula.

Let me guess, you don't speak multiple languages yourself?
That's a classic native speaker mistake. It's very unlikely that someone who learned English later in life would make it. Why?
Because it's a mistake that mixes up two homonyms with wildly different meanings. As a native speaker who learns to read/write much later in life it's much easier to never really think about it since you were speaking before you even could think too deeply about it.
If you learn a language later in life you usually learn by reading/writing the language from the start and study grammatical the properties systematically and as such it's unlikely that such a confusion would ever develop.

Man all they had to do was raise the limit for companies that did excellent work. If you've got a Konami then you treat your Konami as well as you possibly can. You don't take your Konami for granted and make it create new facades to sneak past your stupid safeguards! Even turning a blind eye when they do sneak past isn't good enough. You get Gradius II to America and if they aren't interested in paying for the awkward conversion to standard chips or whatever then you subsidize that. It's just a moral duty.
