I run into this while watching the PS2 Virtual Game Library video and I loved the art style and the combat looks unique. But it seems to have absolutely zero following, I doubt it will ever be done.
Venus & Braves seems to be kind of a spiritual sucessor and it has a story translation on GameFAQs, so it is something at least.

Vampir Kyuuketsuki Densetsu is another PS1 horror-themed game that looks cool. From what I read about it, there is a day-night cycle and during the day you gain the trust of people around town to lure them when night falls to suck their blood.

It's crazy to me what they were able to pull off on the PS1 with this game. It's essentially a FPS Grand Theft Auto in a fully polygonal 3D city and its surrounding countryside without any NPCs and cars on the streets. No two buildings look the same. There are usable computers, phone booths, trains, bus stations, restaurants, hotels, shops and hospitals you can enter and a lot of meele weapons and firearms to use - some of them alien. Story wise it's somewhere between X-Files and Body Snatchers with some Lovecraft thrown into the mix and a bit of body horror on top for good measure. You can even look around freely while driving around in your car. The driving has a pretty steep learning curve to it though as the car gets easily stuck on the curbstones. I would say it's biggest fault is with the enemy design or rather their behavior as much of it feels rather samey when you're fighting - a simple sidestep will get you out of harms way 90% of the time.

Westone's Action RPG for the PC Engine - Blood Gear. Top down view in the explory/npc talky bits and side scrolling mech action in the battles.
