I don't know if you're aware, but by the late 90s arcades were becoming extinct in the US, and they were entirely by the 00s. Making ports of games, albeit inferior ones, was how many people got to play them and the way they could make money from it.

It is because of the large install base on the Playstation platform. It is somewhat similar to having Capcom's A-team doing the SFC port and having an outsourced/D-team to do the MD port. A large portion of fighting game fans prefer to play on Microsoft platforms, but at that time the Xbox was not released yet, leaving Sony's console the primary way to play at home. Capcom used to port to a lot of home computers and platforms, but without modern day middleware like Unreal Engine, they needed unique individual teams for the work, and naturally they spend the resources putting the best teams where it would make the most money.

Back then, emulation was not as solid as it is now. This was all we had back then. I would love to have the original CPS2 arcade boards but they were always and probably will continue to be prohibitively expensive for me to afford them. I had the Saturn versions from the 90s and they were pretty good, but not arcade perfect. Only relatively recently in the 2010s got the Playstation versions because they were very cheap and found that they are interestingly unique.

They offer a traditional 1 on 1 with assists combat featuring pre-round movement. There is the arcade tag matches. They have exclusive survival, training, and gallery modes. Those home features makes a very well rounded package distinct from the arcade release designed for continual low priced revenue and makes the game worth the higher lump sum initial cost worth it featuring longevity. Think of Gauntlet Legends on N64 or Tekken Tag for PS2, the original Playstation releases have longer legs because of the added exclusive aspects.
