Why did Capcom support the Saturn and Dreamcast but not the Nintendo 64? Were the cartridge cost and space really enough to offset the massively larger audience?

In the US, Capcom primarily targeted the PS1 since it was vastly more popular than the N64

As a technical feat, that many thought was impossible, yeah, absolutely, but they were only able to pull it off using massive amounts of compression:

There are no load times on the PSX version too.
The load screens are the door open/close animations.
The N64 has these too.
