PSX dithering is wild to me because they're usually undithered 32-bit textures being fed into it. They didn't plan it but these surfaces then received a rough and grainy feeling they would never have gotten otherwise, and it feels worse if you emulate and turn that off by rendering 32 bit textures as 32 bit. A limitation devs just said "whatever" to that made their games communicate completely different, grittier environments to the audience that received them.
