People were playing VF in the US when they wheeled that large turd Tekken 1 into the 'cades. VF2 hit shortly after and slapped the piss out of Tekken 2 as well. VF3 murdered any variant of PS1 hardware but uneven stages were a mistake. Namco dabbled with retardation in Tekken 4 which was also a mistake. They were playing catchup at almost every step of the way.

Tekken is very common in arcades where I live, most people were introduced to it that way, you see it everywhere.
I don't see much Virtua Fighter, if at all, even if SEGA is no stranger to local arcades. Lack of exposure to Virtua Fighter led to its current state.

The arcades were on their way out so Tekken being on the winning console helped matters big time. Also VF, at least the ones I played, had obnoxiously large floaty jumps. VF made a pretty big splash when it was released, even in the arcades over here in Australia. Granted it didn't have the impact of SF2 but it did generate its own hype with its polygon graphics which attracted various arcade goers. It was deceptively simple at first glance and rounds could end abruptly with ring outs but there was enough gameplay to keep the punters interested.
Its face character Akira felt very clunky and uncoordinated in comparison to the easy pick up and play styles of Jacky, Lau, Pei & Sarah. If the player was unfortunate enough to pick Akira at first they would usually switch to an easier character, especially in competitive play.
There was nothing else like Virtua Fighter when it came out and in a way it encapsulated a certain feeling about which way technology was heading.
Tekken which came after had its own gimmicks like 10 combo's and the novel idea of assigning a button to each limb but it was definitely riding on Virtua Fighters coat tails.

Virtua Fighter 2 showed up on the scene after and it was another tour de force from Sega; everything from the graphics, gameplay and overall presentation was a quantum leap from the original. it was a popular game as i remember it being a fixture of many arcades, cinema's, pools & and other medium businesses that had cabinets to keep the kids occupied.
Despite VF2's merits i can't help but think that it may have owed some of its uptake amongst Australian arcade proprietors to the popularity of Daytona, which was a money printing machine/killer app of the time;
By this time though the PlayStation was gaining traction and Tekken 2, which in no way had any sort of the gravitas or impact that VF2 had had in the arcades was appearing on the scene. It wasn't without its charms but we were to compare VF2 was a A+ Tekken 2 was a B+ at best.

Things changed with Tekken 3. The series had evolved and refined itself into a compelling, competitive hit.
By this time arcades in Australia were on the decline and i don't recall seeing too many VF3 cab's in wild.
I did bump into one in an Airport lobby and was astounded by its presentation, it just reeked of class, wasn't a fan of the new sumo character though desu. I couldn't imagine just how prohibitively expensive one of those cabinets would have been at the time.
As i said earlier the Playstation had gained traction and Tekken 3 recieved a flawless home port, this coupled with how Tekken's 4 button control scheme mapped right onto the PS's controller further cemented its popularity and the arcade at home experience.
It caught on more because the Playstation was more popular than the Saturn in western countries, arcades were on the decline and Sega were probably pricing themselves out of the picture.
